On March 31st, Sichuan Road and Bridge Corporation held a promotion meeting for the three expressway projects of Langchuan, Chuanwen and Chuanhong. Yang Yong, the deputy secretary of the company's Party committee, deputy chairman and general manager, attended the meeting and delivered a speech. The meeting conveyed the work requirements of the Aba Prefectural Committee of the Communist Party of China, the Aba Prefectural Government and the Shudao Group regarding the advancement of the three expressway projects, clarified the construction task goals for each section, and made arrangements and deployments for the next steps of work.

Yang Yong pointed out that the first is to enhance political awareness and highlight the exemplary and leading role. All participating construction units should enhance their political stance, fully recognize the significant meaning of accelerating the construction of the three expressways, spare no effort to create conditions, work hard and fast, and play a leading and exemplary role for other projects.

Second, the overall construction plan will lead the way and accelerate the construction process comprehensively. All participating construction units should take the overall construction plan as the guidance, rearrange the plans, enter the site at a fast pace and accelerate the progress, and resolutely prevent the phenomenon of the site being disconnected from the overall plan. We must effectively ensure the supply of elements such as the "two zones and three factories", construction access roads, and temporary power supply, and comprehensively promote the project construction.

Third, we should strengthen overall planning and comprehensively enhance organizational leadership. All participating construction units must strictly implement the "guarantee and supervision" system, clearly define the responsible leaders, and carry out supervision and inspection in a solid manner. All directly affiliated enterprises should implement upgraded management for the bidding sections, enhance work quality and efficiency, and strictly list and rigidly assess in accordance with the target tasks of the bidding sections.

Fourth, strictly implement the requirements of the "four Systems" and comprehensively and evenly promote project construction. All participating construction units must strictly implement the basic systems of highway construction such as the project legal person responsibility system, the bidding and tendering system, the project supervision system, and the contract management system. They should attach great importance to the work of construction quality, safety, environmental and water conservation, and cost control, do a good job in source control, and consolidate the foundation for development.

The fifth is to enhance reporting and communication, and strive to form a working synergy. All participating construction units should enhance communication and reporting with the governments of the state, county and township levels as well as the project owner company, establish an efficient communication mechanism, pool working synergy, and fully promote the project construction.

Nie Dong, the deputy general manager of the company, the heads of the Business and Construction Management Department, the Asset Operation Management Department, the Science and Technology Quality Department, the Safety, Environmental Protection and Emergency Management Department, the main responsible persons of each participating unit in the three expressway projects of Langchuan, Chuanwen and Chuanhong, as well as the heads of the general contracting departments and construction sections of each project attended the meeting.
